Ministry of Commerce Unveils National Policy on Cashew 2022-2027 to Boost Cambodia’s Cashew Sector

Phnom Penh – Following extensive consultations and discussions with relevant ministries, institutions, development partners, and the private sector, the Ministry of Commerce officially announced the “National Policy on Cashew 2022-2027” on the afternoon of June 14, 2023. The announcement took place during a plenary session chaired by Mr. Pan Sosak, Minister of Commerce.

In the presence of leaders from 25 ministries, governors, development councils, the Cambodian Chamber of Commerce, the Cambodia Cashew Federation, approximately 250 relevant associations, and the private sector, Minister Pan Sorasak highlighted that the national policy envisions competitive production, processing, and marketing of cashews to ensure sustainability, economic diversification, and position Cambodia as a major producer and supplier of cashew products in local, regional, and global markets.

Expressing strong confidence in the potential of the “National Policy on Cashew 2022-2027,” the Minister emphasized its role in promoting the development of Cambodia’s cashew sector, with the aim of transforming the country into a prominent cashew processing and export nation. This vision aligns with the guidance of the Prime Minister Hun Sen, Prime Minister of Cambodia.

Minister Pan Sorasak expressed gratitude to the relevant ministries, institutions, and partners for their active participation in the policy-making process. He urged all relevant ministries and institutions to diligently implement the national policy on cashews for the period of 2022-2027, aiming to achieve the expectations of the Royal Government. The Minister also requested the support of development partners, particularly CAPRED, GIZ CRAS, CPSA-Grow Asia, HEKS / EPER, CIRD, and Harvest III, in the successful implementation of the policy.

Notably, the Cambodian Partnership for Sustainable Agriculture (CPSA) has played a significant role in the preparation and support of the National Policy on Cashew 2022-2027. The policy outlines three primary goals, including: 1) increasing production output and ensuring competitive quality production, 2) promoting industrialization to enhance value-added cashew harvesting and processing by 25% by 2027 and at least 50% by 2032, and 3) fostering exports through market diversification, cross-sectoral linkages, trade facilitation, cost reduction, and market excellence.

The national policy also encompasses three strategic approaches: 1) a production strategy, 2) a processing strategy, and 3) an export strategy. Each strategy includes specific action plans in which the Ministry and relevant institutions will actively participate to drive implementation.

The unveiling of the National Policy on Cashew 2022-2027 marks a significant step forward in the development and expansion of Cambodia’s cashew sector. The comprehensive approach and strategic goals outlined in the policy are expected to create a positive impact, positioning Cambodia as a leading player in the cashew industry.
